The declaration in TVINN fulfills the declaration obligation for the import of goods to Norway.
When all information is submitted digitally before or at the time of border crossing, there will in most cases be no need to stop, and the goods can be immediately released for the chosen customs procedure at the border.
Follow-up activities, such as the physical presentation of goods, inspections, guidance, etc., can then be carried out in a targeted manner and, as much as possible, only when necessary.
- Digital reporting and information requirements will become mandatory from 1 February 2026.
- The direct transport scheme will be discontinued on 1 September 2026.

Customs office unit in Digitoll:
When declaring in the Digitoll system, the declaration must be sent to customs office unit 441002 in TVINN. This unit handles Digitoll declarations for the entire country and should therefore be used regardless of where the goods cross the border or by what means of transport.
After the implementation of Digitoll, there will also be other customs office units in TVINN for goods that cannot be processed through the Digitoll system, including for CHED goods and for declaring goods from a customs warehouse.

The application must state the reason for the application, expected traffic to the unit, and which customs office unit access is requested for. The authorization is granted as a supplement to the regular TVINN permit.

Declaring in Digitoll
A Digitoll shipment can be declared in TVINN up to five days before the border crossing. This ensures that Norwegian Customs has sufficient time to fully process the declaration before the shipment arrives in the country, which in turn ensures a seamless and smooth border crossing.
Declaring in advance is done by setting the declaration date to the expected date of border crossing. It is important that the border crossing date, and not the date the declaration is created, is stated as the declaration date. The main rule is that declaration category FU should be used.
When declaring, the rules (such as customs duties, exchange rates, special tax rates, etc.) for the declaration date/border crossing date must be used.
To find future regulations, the Norwegian Customs' open data can be used. Information on current and future quotas, customs duties, exchange rates, special taxes, and so on is published here. The solution is designed for automated data retrieval.
Specifics for Digitoll Declarations:
- Recalculation of an early submitted declaration cannot be done until the current date is equal to or later than the declaration date.
- A "desired processing date" in the future should not be specified for Digitoll. The entire DTM segment (desired processing date) should not be included in the message to Norwegian Customs. - Quotas, with the code KVT, cannot be used in Digitoll.
- You cannot change the submitted customs office unit by sending a new versioninDigitoll. Norwegian Customs must be contacted.
- Goods from third countries subject to veterinary or phytosanitary restrictions, requiring a CHED document, must be declared according to a separate procedure.
Send Documentation for the Declaration in Advance
Norwegian Customs wants as many businesses as possible that declare in Digitoll (to customs office units 441002 and 441003) to use an API for submitting supporting documentation related to the customs declaration. This can help reduce the need to be contacted for, for example, document checks, since Norwegian Customs already has the necessary documentation.
Documents such as invoices, permits, freight bills, proof of origin, or consignment notes can be sent unsolicited and in advance. The documents can also be submitted via the API in cases where Norwegian Customs requires a document check, if they have not been sent beforehand.
If you are not an expert on either TVINN or the APIs connected to Digitoll, it is good to be aware of the difference. What is submitted to TVINN are all the details Norwegian Customs requires for a customs declaration. What is submitted via the documentationAPIs is for the purpose of documenting precisely those details that have been entered into TVINN.

Release of Declaration
When declaring in the Digitoll system, the declaration can be processed before arrival but will only be released and receive a customs clearance number and serial number upon border crossing. The mode of transport on the declaration determines how automatic release at the border crossing will occur.
Air Transport
For air transport, the border crossing is registered automatically as soon as the means of transport lands at the airport. Declarations in TVINN that have been fully processed in the Digitoll system will be released upon landing and receive a customs clearance number and serial number.
This is based on a link between Avinor and Norwegian Customs' systems.
Road
For road transport, the declaration is released, with a customs clearance number and serial number, when the border crossing into Norway has been registered by Norwegian Customs.
For certain border crossings, such as Svinesund and Ørje, the border crossing is registered by automatic number plate recognition, and the declaration is given a customs clearance number and serial number. Note that the driver must still drive to the customs station, where further direction will be given by traffic light signals.
For other border crossings, the driver must stop and report to the customs office, where the declaration will be released. Since the data has already been processed before the border crossing, the processing time at the office will usually be shorter.

Ferry
The carrier must contact Norwegian Customs at the office to have the declaration finalized. However, since the data has already been processed at the time of the border crossing, the processing time at the office will usually be shorter.

Sea
For shipments arriving by sea, the border crossing and release will, during a transitional period, follow the declaration date, which in Digitoll should correspond to the border crossing date.
It is important to note that the declaration will not be accepted with a customs clearance number and serial number before the declaration date set in TVINN.
If the vessel arrives on a different date than what is declared in TVINN, Norwegian Customs must be contacted.
In the long term, release will automatically be based on data from Safe Sea Net Norway (SSNN).
